On 4 – 5 June, Ministers of Defence from NATO member countries met in NATO Headquarters in Brussels. The Slovak delegation was headed by the State Secretary of MoD SR Miloš Koterec.
The primary focus of the meeting was on NATO defence planning proces. The meeting provided a framework for a discussion on negative impacts of cutting down defence budgets allocated for development of the North Atlantic Alliance’s capabilities. The representatives of the member countries approved a list of capabilities which the individual countries should contribute to the collective defence. They emphasized the importance of multinational groups like V4, which enable the countries involved to share certain defence costs. Another issue discussed was cyber security and the role of NATO in the case of cyber attacks in NATO countries. The ministers endorsed new safety precautions and measures aimed at protection of the allies from cyber attacks.
The representatives of the individual member countries also raised the issue of combat ability and fighting capacity of the Alliance after most of NATO troops from Afghanistan shall have withdrawn after 2014. They stressed the importance of frequently held joint exercises.
In a final part of the meeting, a discussion was held on the need of the Alliance’s presence in Afghanistan after 2014. The commander of NATO operation in Afghanistan assessed the situation in the Afghan national forces as satisfactory and confirmed preparedness of NATO to support them also after 2014. The Ministers endorsed a concept of a future mission in Afghanistan, planned from 2015, and tasked the military authorities to develop the appropriate plans.
On Tuesday, the State Secretary of Ministry of Defence of the SR Miloš Koterec held a negotiation in Brussels with Director General for business and industry in the European Commission Daniel Calleja Cresp within the V4 framework, with participation of representatives of the Polish, Czech and Hungarian ministries of defence. The negotiation focused on the EU summit on defence, which is to be held in December 2013. That is expected to come up with the measures to be taken in the three key areas including defence industry. The main goal of the V4 representatives was to bring forward joint proposals for support and the strengthening of defence industry.
