Under NATO auspices

On initiative of the Slovak Republic and Republic of Poland, the process of establishment of the NATO Centre for the counter intelligence capabilities (NATO CI CoE) has been completed. The North Atlantic Alliance had been in want of such centre and the Centre represents a breakthrough in the field of the intelligence services of NATO countries. On Wednesday, 30 September, SVK Minister of Defence Martin Glváč and Deputy Minister of National Defence of Poland, Mr. Robert Kupiecki, signed the Memorandum of Understanding between Slovakia and Poland as Framework Nations. This is viewed as the final official step taken on the road to the ultimate establishment of said Centre. The main focus of the Centre will be on education and training in the field of counter intelligence. The process of the establishment of the Centre was launched in response to the current security situation in the world, and as such, the whole process was completed in a short time frame. The MoU was signed on the occasion of the ACT change of command ceremony held in Norfolk, the USA, when General Jean-Paul Paloméros left his post and bid farewell. The event was graced with the presence of NATO Assistant Secretary General.

With a view to the changed security situation, we have resolved, together with our Polish partner, to raise this issue on the ground of NATO, and we have managed to put this idea into practice. This project will facilitate standardization of documents and counter intelligence activities of the allied countries. I am most pleased to see that the project has attracted such interest among the other countries. To date, there are ten of us, and we expect that the other partners will join us next year,” said Martin Glváč on the occasion of signing the Memorandum.

Germany, Italy, the Czech Republic, Hungary, Lithuania, Romania, Croatia and Slovenia, being the Sponsoring Nations, also evinced interest in participating in future activities of the Centre of Excellence.  Next year, Great Britain, the US, France and other NATO countries are supposed to accede.

The idea of establishing such institution is fully justified and substantiated, timely and predictive. We are prepared to take responsibility for creating appropriate conditions for education and training activities in this respect. Due to its potential and capacity, the training center Lešť will be a significant contribution in terms of our engagement in the allied Counter Intelligence Centre of Excellence,” added Head of Defence Department Glváč.

According to Director of the Centre of Excellence, the countries have managed to establish a centre which is unique among the other NATO accredited centres. “Not many believed in this project when still in its infancy. Despite, it proved to be successful. Thanks to dedication, determination and fair agreement of the ministers we have managed to establish the centre in an extremely short time. Participation of the ten countries that have acceded to the project so far, which is unparallel, speaks volumes for the fact that the project is a success,” declared Director of the Centre of Excellence Krzystof Dusza.

The Centre of Excellence will help us meet hybrid threats. Establishment of the Centre is in line with the ambition of NATO to enhance effectiveness of intelligence, which is a prerequisite to prompt and accurate decision making.
