EXERCISE TOBRUQ LEGACY 2018: SVK troops on international exercise to test their SBAD capabilities in Hungary

Slovak military professionals are to test their capabilities on NATO’s largest Surface-Based Air Defence (SBAD) exercise in Europe – Exercise Tobruq Legacy 2018 (TOLY18), running from Monday 4 June until Friday 15 June on Várpalota Training Area, Hungary. TOLY18 is the fourth such exercise so far, this year bringing together 22 Allied forces and 6 international organizations and NATO HQs. SVK participation includes 142 personnel.

Reflecting on the past and present of Exercise Tobruq Legacy, SVK Minister of Defence Peter Gajdoš said: “What was initially a SVK-CZE training activity for SBAD troops has grown to become an internationally recognised exercise format, which is illustrated by this years participation of 22 Allied forces.” He added that the participating Allied forces will exercise and test their capabilities in support of NATOʼs collective defence.

Highlighting specifically the bottom-up approach to the interoperability of SBAD forces, SVK Chief of Defence Lt Gen Daniel Zmeko commented on the exercise: “Interoperability down at its lowest level gives us an opportunity to deal with operational tasks in all their entirety and complexity, especially when it comes to such an important field as short range air defence.”

The main focus of TOLY18 is on exercising and testing the interoperability and capabilities of Allied SBAD forces in the field of command, control, and communications (C3) in an international environment. Hungary will host the training audience from Slovakia drawn from the Anti-Aircraft Missile Brigade (AAM Bde) Nitra, the SVK Air Forceʼs HQ AIRCOM, plus 7 SVK Land Forces personnel to operate the MOKYS Mobile Communications System.

Initially, Exercise Tobruq Legacy came into existence as a training activity of SVK and CZE SBAD forces, to practise very short range air defence (VSHORAD) capabilities. The exercise has been extended gradually to involve SBAD forces from USA, HUN and POL, followed by other Allied forces.
