Parliament clears Defence of the Slovak Republic (Amendment) Bill 2019

Today (11 September 2019), Parliament cleared the Defence of the Slovak Republic (Amendment) Bill, produced and presented by the SVK Ministry of Defence, with the aim of bringing more quality to exercising control of State defence. This legislation emerged out of the MOD’s applied practices and analyses of the system of State defence, while also reacting to today’s developments in the security environment.
 
In line with the MOD’s comprehensive approach to State defence and its planning, the Defence of the Slovak Republic (Amendment) Act 2019 delineates the terms “State defence” and “system of State defence” and provides a more precise delineation of the term “control of State defence”. Also, it details, complements and sequences the measures for preparation of State defence. At the same time, this legislation delineates the term “defence planning” as an element of the State defence planning process.
 
It follows from the Amendment Act that, alongside defence planning, State defence planning also encompasses planning for the use of the Slovak Armed Forces for the purposes of State defence and it lays down provisions for armed forces mobilization planning and economic mobilization planning. The Amendment Act reckons with a more precise assessment of the politico-military situation. As part of the process of identifying threats and their risks, specific pre-requisites are established to process and update plans for the use of armed forces in a time of war or in a state of war.
