CBRN specialists on Ex Toxic Valley 2019

On 9-20 Sept 2019, the Training and Testing Centre Zemianske Kostoľany, which operates under the National EOD and CBRN Defence Centre Nováky, is hosting the 7th iteration of Ex Toxic Valley 2019 on a multinational scale in Slovakia. Personnel of the Operations Combat Support Branch, SVK General Staff, has supported the preparation and conduct phases of the exercise.
 
According to the Officer Conducting the Exercise (OCE), Lt Col Pavol Trúchly, of the Strategic Planning Staff, SVK General Staff, the exercise is centred on the activity of Sampling and Identification of Chemical Agents (SICA) teams and deployable labs. During Week 1, eight SICA teams from Belgium, Czechia, France, Hungary, Poland, Slovakia, Slovenia and the USA will demonstrate their skills. During Week 2, teams of the deployable labs from Czechia, Germany, Italy, Slovakia, Slovenia, and the USA will compare their expertise and analytical skills against each other.
 
The OCE reminded that each SICA team must handle seven scenarios with real or simulated toxic agents. All scenarios are inspired by real industrial disasters and terrorist attacks where leakage or intentional release of toxic or industrial chemicals occurred.
 
Lt Col Trúchly, who has been the OCEfor three successive years so far, said: “Working in close cooperation with members of the National Criminal Agency of the SVK Ministry of Interior, we have prepared a special scenario which simulates an illegal lab for production of narcotic and psychotropic substances. A total of 10 NATO Member States, including two NATO COEs – the EOD COE Trenčín and the JCBRN Defence COE Vyškov, have participated in this year’s exercise. The NFIU SVK, too, has been involved in the exercise, monitoring the movements of Allied troops to the venue of the exercise and back, and so has the Martin-based CIMIC and PSYOPS Centre and the Žilina-based 5th Special Forces Regiment. Among the novelties introduced into the exercise are especially the scenarios reflecting the latest expertise and the point scoring system to assess the quality and performance of all participating teams. This has turned out to be a suitable motivational tool for the training audience.”
 
He is pleased that a representative sample of deployable labs has descended on the TTC Zemianske Kostoľany’s training ground. In a way, this is the largest exercise of its kind within NATO Member States.
 
According to the Officer Conducting the Exercise, partly due to this, the exercise has attracted the attention of CBRN specialists from the Defence Research and Development Canada (DRDC). DRDC hosts Ex Precise Response, a leading multinational exercise for the CBRN community, on an annual basis.
