Russia's Attack on Ukraine Situation Update as of 27 February 2022

UKRAINE:
- Still at night, sirens sounded over the Ukrainian capital, warning of missile strikes and air raids from all directions. The sirens also rung out in the city of Rivne in western Ukraine and in Lutsk in the northwest of the country.
- Ukrainian President V. Zelenskyy said on Sunday that Russia was bombing residential areas in an effort to penetrate deeper into Ukrainian territory, saying: "There is not a single thing that the occupiers would not consider an acceptable target in the country today. They are fighting against everyone. They are fighting against everything alive - against kindergartens, apartment buildings and even ambulances."
- Russian troops entered Kharkiv on Sunday morning. According to local authorities, some Russian forces in Kharkov were destroyed. Residents are being urged to report Russian military movements.
- Two major explosions were reported around Kyiv on Sunday morning. A large oil depot was struck in the town of Vasylkiv, where an airport is also located.
- According to Ukrainian sources, 5 children had died and 33 others had been wounded as of 26 February 2022.
- Ukraine will temporarily close its borders with Russia and Belarus from Monday 28 February 2022, only Ukrainian citizens will be allowed to cross the borders.
- The government in Kyiv is standing up an IT army. According to Ukrainian Minister of Digital Transformation M. Fedorov, Ukraine wants to continue the fight on the cyber front.
- Ukraine has set up a hotline called "Return alive from Ukraine". It is intended for the relatives of the Russian soldiers to find out whether they are still alive, wounded or injured, or taken prisoner of war, and they can agree on when and how they will take over the body of their deceased relative. The line is flooded with calls.
- In response to the alleged arrival of a Russian delegation in Belarus for talks with Ukraine, Ukrainian President V. Zelenskyy said that Kyiv was ready for peace talks with Russia, but not in Belarus, because it allowed Russian troops to enter Ukraine through its territory.
- Over the past 48 hours, Ukrainians have sent more than 1bn hryvnias, approx. 30m euros, via the National Bank of Ukraine to support the Ukrainian Armed Forces.
WORLD:
- The EU along with the USA and other Western partners has announced new sanctions against Russia for invading Ukraine. Among them is the exclusion of several Russian banks from the SWIFT interbank payment system. The operator of the SWIFT international payment system has already announced that it is preparing to introduce the new measures.
- On Saturday, French President E. Macron urged Mr Lukashenko to call for the withdrawal of Russian troops from Belarus.
- The USA, the EU, France, Germany, Italy, the UK and Canada will set up a working group to oversee the implementation of the financial sanctions imposed on Russia.
- France will send fuel and defensive equipment to Ukraine. Australia will also work with NATO countries to supply arms to Ukraine.
- People took to the streets in several Russian cities, including in Moscow and St Petersburg, to protest the war in Ukraine. The OVD-Info human rights group reported that on Saturday at least 460 people, of them more than 200 people in Moscow, were detained in anti-war protests across 34 Russian cities.
- EU foreign affairs ministers will gather for talks on Ukrainian aid and Russian sanctions today.
- The UN Security Council will vote on convening an emergency special session of the General Assembly on Russia's military operation in Ukraine.
- The Kremlin has announced it will continue its war against Ukraine despite engaging in possible negotiations with Ukraine.
SLOVAKIA:
- The SVK Government will meet in session at 13.30 local time. This will be followed by a press conference.
- Slovak President Zuzana Čaputová will visit the Slovak-Ukrainian border at 11.00 local time.
FROM AN ANALYSIS OF THE SLOVAK ARMED FORCES:
- In their analysis of the situation in Ukraine, the Slovak Armed Forces noted that fighting will intensify in Ukraine over the next few days, which may result in heavy civilian losses.
- Russian troops were held off near the cities of Chernihiv, Sumy and Kharkiv, the enemy achieved almost no territorial gains and, on the contrary, suffered great losses in manpower, armour and combat support equipment. The Russian armed forces made the biggest gains in southern Ukraine in the direction from Kherson to Mykolaiv and from Melitopol to Mariupol.
- Several hundred Russian soldiers have been reported killed in intense fighting across Ukraine. Ukrainian officials have asked the International Red Cross and Red Crescent Movement to help manage the dead bodies of the Russian soldiers and return them to their families in the Russian Federation.
- Over the past day and night, several explosions of ballistic and cruise missiles were reported across many Ukrainian cities, hitting military targets and critical infrastructure as the primary targets. Several civilian targets such as apartment buildings, residential homes, medical facilities, an orphanage building and a school facility were also struck.
